Closing permits when leaving Mauritius

Closing a permit when leaving Mauritius means notifying the responsible authority where the qualifying activity or employment ends, dealing with linked family status and retaining proof of closure. Boarding a flight does not necessarily update the permit register. The route depends on the permit category and the reason it is ending.

Departure does not always close immigration records automatically

Border movement records that a person left. It does not tell the Economic Development Board that an investor ceased activity, a retired resident surrendered status or a professional's employment ended. Nor does it return a physical permit or unique identification card to the Passport and Immigration Office.

The Economic Development Board Act requires a registered person who intends to cease activities in Mauritius to give written notice to the EDB's Chief Executive Officer. Deregistration then has immigration consequences. The Immigration Act 2022 separately governs when a person ceases to hold resident status.

Decide whether the departure is temporary, a job change or a final end to the qualifying basis. Those facts do not produce the same administrative action. A professional moving to another qualifying employer may have a transfer route, while a person leaving permanently may need closure.

The point most often missed is the difference between expiry and cancellation. A card with time left on it may already rest on employment or activity that has ended. Its printed date is not a safe answer to the status question.

Which permits and dependent statuses need attention?

List every document held by the family. Include Occupation Permits, retired Residence Permits, dependant residence documents, unique identification cards and any pending renewal or category-change file. Mark the principal holder beside each dependant.

The Immigration Act 2022 provides that status may cease where the person no longer meets the requirements on which the permit was issued. It also addresses a dependant whose status came through another resident. A spouse or child should not assume an unexpired card survives the principal permit's closure.

Some family members may have an independent basis to remain, work or study. That requires its own approved route, not an annotation on the old dependant card. Submit any new application in the manner required and ask the authority how the existing record should be dealt with meanwhile.

Children require particular care. The Act gives immigration officers powers concerning a non-citizen minor whose stay becomes unlawful or whose responsible adult plans to leave without the child. Cross-border parenting questions are discussed separately in the Mauritius child-custody guide.

Employer and permit-holder cancellation responsibilities

For a professional Occupation Permit, the employer initiated the employment-based application and should notify the EDB when the contract ends under the published cancellation procedure. The permit holder should obtain a copy of that notice. Silence between employer and employee can leave each assuming the other closed the file.

An investor, self-employed person or retired non-citizen should write directly in the form required for that category. State the permit number, cessation date, departure date and contact address. Ask where the original document must be delivered and how the closure will be acknowledged.

A resignation letter or termination agreement proves the employment event but does not itself prove immigration cancellation. Likewise, a company deregistration record may not show what happened to the director's personal permit. Preserve the authority's response.

In practice, the account of the last working day is often inconsistent. Payroll, the cancellation letter and the travel booking may use three dates for valid reasons. Explain which date marks notice, work ending and departure rather than altering them to match.

Returning cards and obtaining proof of closure

Published EDB and Passport and Immigration Office guidance calls for a cancellation letter and return of original Occupation or Residence Permit documents and the UID card. Check whether the current permit exists digitally, on a card or both. Ask what must be surrendered for each format.

Before handing over an original, make a clear copy of both sides. Request a receipt naming the holder, permit number, documents returned and date. If the authority accepts delivery by a representative, confirm the authority required and keep the courier or attendance record.

Proof of closure may be an acknowledgement, deregistration communication, updated electronic status or other official response. A stamped copy of your own letter proves delivery, not necessarily completion. Follow up until the record tells you what action was taken.

Keep family closures together, but do not accept one principal-holder receipt as proof that every dependant was updated. Each record should be identifiable. Evidence principles in later disputes are outlined in the guide to evidence in Mauritian courts.

Final tax, banking and employment records to retain

Immigration closure does not close tax, company, banking or employment obligations. Ask the Mauritius Revenue Authority whether the Income Tax Act 1995 requires a departure return or another filing on your facts. Tax residence and permit residence are different legal questions.

Retain filed returns, assessments, payment confirmations, payslips and the final statement from the employer. An employment certificate and termination document may later explain why an Occupation Permit ended. Keep evidence of any final remuneration and statutory deductions without publishing private figures in a new application unnecessarily.

Do not close the bank account before all expected payments and authority charges have cleared. Download complete statements first. If the account is retained, update the bank about residence and correspondence details in the form it requires.

Property can remain after immigration status ends, but ownership and residence are separate. A non-citizen sale, purchase or continuing holding may raise questions under the Non-Citizens (Property Restriction) Act. The non-citizen property guide and apartment purchase guide explain the acquisition framework.

Avoiding problems on a later Mauritius application

A later visa or permit form may ask about earlier residence, work or refusals. Answer from the official record. Keep the former passport, permit copy, cancellation request, return receipt and authority acknowledgement in one permanent file.

If no closure proof was obtained, contact the EDB and Passport and Immigration Office before filing again. Give the earlier permit number and ask for the recorded status. A retrospective explanation is stronger when supported by employer, company and travel documents.

Do not conceal an overlap because the old card has expired. The authority may hold registration, permit and border data created at different times. Set out the inconsistency briefly and attach the document that resolves it.

A clean record does not determine a later application. It does allow the new decision to be made on accurate history rather than an avoidable administrative doubt. The expat legal matters hub collects related guidance for returning residents, families and property owners.

Frequently asked questions

Do I have to cancel my Occupation Permit before leaving Mauritius?

If you are ending the activity or employment on which the permit rests, departure should not be treated as the cancellation process. Written notice, deregistration and return of physical documents may be required through the EDB and Passport and Immigration Office. This is general information; confirm the current procedure for your category before departure.

What happens to my family's permits when I leave Mauritius?

A dependant's status is ordinarily tied to the principal resident through whom it was obtained. If the principal status ends, the family should not assume that the dependant documents continue independently. This is general information; each family member's record should be checked for another lawful basis or properly closed.

Can an uncancelled permit affect a future Mauritius visa?

An open or inconsistent historical record may prompt questions about earlier compliance, employment and departure dates. It does not follow that every administrative omission produces the same later decision, but it should be disclosed and resolved where possible. This is general information; obtain advice on the old record before making the new application.
